The Express model is delivered without this convenient feature, standard in other models.
The kit comprises two buttons, a replacement steering wheel shroud and a plug and play wiring harness, all genuine Mopar parts.
Approximately one hour to install and there are lots of helpful YouTube videos available to follow. You will need a steering wheel puller.
